Engineers who reported that when Sir Maurice Fitzmaurice was in the Colony in 1920 he drew special attention to the danger which might result to the Harbour from indiscriminate reclamation schemes. Neither he nor Mr. Wilson who visited Hong Kong in 1922 was made aware that any extensive works were contemplated in this area.
Their opinion was:-

"The proposed reclamation between North Point and Quarry Bay will be in a somewhat exposed position, and will form a considerable extension of an existing promontory already projecting into the tideway. probable result of this will be to accentuate considerably the strength of the tidal currents in the immediate

vicinity of the work in such a manner as to be detrimental to the use of the quays which might there be constructed.
We do not however consider that Belsher Ridge or Penguin Shoals even when dredged would benefit to any material degree by an increase in scour due to the reclamation, has been suggested in the papers."
8. So much for the merits of the scheme itself. As regards its possible detrimental effects on more important works contemplated in other parts of the Harbour, they considered that:-

"The effect of the reclamation, especially if faced with vertical wall, would be to direct any sea coming from an easterly direction into Hung Hom bay to the detriment of any quays to be constructed in that locality, whereas at present there exists a good natural spending beach between North Point and Quarry Bay."
